I dunno but Cowboy Bebop must surely be up there. The level of animation is on the same level as Gundam Stardust Memory and that an OVA. Not to mention he soundtrack must have cost alot, first for commissioning Yoko Kanno and then using the rest of the budget on full orchestras and shit.

In the end, quality is more about the time and people involved. Money doesn't magically become good anime, it is literally the salary for the team. The more money they get, the longer they can take to work on it and make a good product, but it's still capped by the talent and the time they can spend on it. And God help you if you're trying to put on a quality anime where you're just barely finishing the episodes every week before they air.

KyoAni have their own animation school, and they usually have their students draw their in-betweens. As a result, they tend to actually have fairly low budgets in comparison to other studios.

That's just kyoani actually scheduling correctly, a higher budget is usually because the studio runs out of time and throws money at the problem to get the animation done for it to air

Yeah, I know that. Even though they ran out of budget and couldn't do impressive things constantly, it was little animations such as that one that made me fall in love with Evangelion in the first place. Really fluid and dynamic. Absolutely fucking impressive.
Even if you don't like Gainax, you have to admit that their series absolutely ooze style. Eva had style, too. Just the designs of the Evangelions and the Angels were extremely cool. I thought that the Evas looks cooler and more threatening than other mechs (even though the evas aren't robots) even though they have that lanky physique. They also looked mysterious. Really cool.
