I think secondaries most likely haven't yet understood that Archer is Shirou yet, or rather, they wouldn't if that wasn't the most spoiled fact in the internet.

Against GIlgamesh it's a high counter, but even at the end of UBW Shirou says he can't match any other servant with it, and there's a reason Archer doesn't just laud it out during every fight he has either.
UBW presents some chances, if you don't use it like a retard like how some people think it works "Its so strong, it beat GIl so it can beat anyone, DOWNLOADING STATS it can do anything, he wins always". Even Nasu points out a dozen times the weaknesses of this ability and how he'd lose to any servant that wasn't GIl if that's all he did, yet people still insist on wanking him almost as hard as Shikiwankers without understanding shit.
Archer had to rely on many abilities he's gained over the years, insight, intelligence, minds-eye, in combination with tracing swords to stand a chance.
It's nothing that just lets him match Saber, or so optimal like that if that's as far as your reasoning really goes. Even in SLH he didn't try to use UBW, he used the accumulation of all of his abilities and training that symbolized his entire journey in life. He can, Shirou even notes that if he had let up for even a second or let Gilgamesh regain his mind then he would have lost.
Gilgamesh lost through a combination of factors, but even then Gilgamesh could have still snatched victory if Shirou had played it wrong at all at the last step. he was a human against a servant, there were hundreds of ways to lose, and one way to win, he could not let up for a moment and take that chance.
Even he admits GoB surely is better than UBW if he let up and let this guy pull out something in particular, surely there's some weapon he cannot have or cannot trace, so before he can use it Shirou must finish him off and deny him every chance to strike.
Though the short match they had in Fate route should tell you some reasons why this match is bullshit. Even with "Tracing stats, abilities, fighting strength", he couldn't match Gil for more than an instant in direct combat as Gil was just using his own skills in that moment.
Gil was just pulling out weapons and using them with his own skills which supposedly aren't so much, Shirou was tracing Arthur's skills, and he could not come close with that shoddy imitation.

That was Fate route, Shirou admits he can't come close to Gil in even skill with an imitation of Arthur's skill, and gets his ass kicked seconds later. An imiation of Arthur's skills let him survive a few seconds against GIl playing around pulling swords out, but he still got his ass kicked in a straight fight with no frills while tracing abilities of someone else.
