The "gun" shape is just for targeting purposes, it doesn't shoot psion bullets at all.
Onii-sama's magic disintegrates and deconstructs everything he aims at, not because he fires something that will dissolve the target, but because he makes the target dissolve at will.
That's why he can beat Accelerator, because no Vectors are needed for Onii-sama.

Saying the gun doesn't "fire" the bullets isn't correct since they are just thought particles, but they are in a sense moving from the gun to the activation and magic sequences. At that point, its really just semantics.
