The vote might have turned out differently, but no. Misdirection isn't that powerful. Peer pressure, expectations, and settings are all more powerful than simple misdirection like ordering of choices.
Bottom line is all these students are attending a school. There is a very false but just as strong a pretense that you attend school to better yourself and ensure your future. Under that sort of guideline, and the fact that school bands are meant to compete, there are a lot more factors than just order of choices or the chalkboard.
