The problem with those types of weapons is that they are more expensive than Koko could ever ever ever afford. In addition. At most, the /entire/ US can shoot down maybe 20 ICBMs in at their highest point using technology that may or may not exist. ABM technology is very primitive at the moment. Also, after they reach their highest point, most ICBMs deploy multiple independently targetable warheads.

Jormungand is one of my favorite shows, but it could have been so much better without that bizarre plot hole. Sure somebody with a quantum computer could do massive damage in the short term, but it's so uncharacteristically naive for Koko to think that it could end war. Best case it knocks back military technology by a century, but literally every country on earth would devote 100% of its resources to developing alternative technology and directing it against Koko. Throughout history war has been the single greatest motivator of men and driver of innovation. That's not going to change just because one small group manages to compromise communications encryption.

The show could have been a solid A instead of a tenuous B if she had just intended to use Jormungand for fucking with the CIA, subtly manipulating world politics, and other less patently unrealistic purposes.

I don't think you really understand. Muv-Luv is essentially three games: Muv-Luv Extra (The typical high-school rom-com harem setting) Muv-Luv Unlimited (shit changes, but not to an insane degree) and Muv-Luv Alternative (which will tear your soul in half).

After finishing Muv-Luv Alternative I was completely depressed for a month afterwards. That ending was extremely depressing.

Muv-Luv is one of the best VNs out there, but it's biggest flaw and also one of it's strengths is that you need a lot of patience.
