The ranking system is based on what order the manga comes in the magazine, but it excludes those that are given colour pages as Shueisha places them in specific locations regardless of their popularity.
There is also an 8 week delay from when the readers fill out the survey for that issue to when the results are obtained

The funny part is that it's not even the romance part that angers me. It's that we have yet another series where the leads are the heirs to the mafia, but don't actually partake in mafia shenanigans. Just like fucking Reborn.

Shonen Jump is very much centered around Darwinian evolution. Only the strong survive, and they certainly can't waste magazine space seeing if series like Cyborg Roggy and Gakyuu Hotei can become fan favorites after 50+ chapters.
That said, mail and surveys aren't even the main focus for Jump. To Love Ru did horribly in ratings because nobody wanted to admit to reading it, but the tabonokon sold like hotcakes.
American comics have the same problem, where any Big 2 series that isn't immediately popular is often thrown wayside. Which is why the rise of independent publications and webcomics is so vital for both comic markets alike. One Punch Man is a good start, but we need more.

It's a bit of a mix. If you have good tankoban sales, shitty rankings don't mean as much. Good enough sales and they don't matter at all. The reverse is also true, if a series has shitty sales but great rankings, they'll keep it around as obviously it's one of the reasons people are picking up the magazine in the first place.

Nah, the majority that reads knows it's pretty bad but somewhat entertaining. I personally think that it's neither, but they are trying too hard to push an average series like they did with Toriko.

TLRs prime audience don't participate in JUMP polls, its the same as other fanservice laden manga like DNA2 and Ichigo 100% in which they always did poor in rankings but good in sales.
