I really don't know if this is bait or serious. Look at the OP image at full size, towards the lower half of of his face you can see gradient banding on the top picture, and "smoothed out" on the bottom picture.
Or you might be viewing this on some phone-tier or toaster screens. Even my shitty TV-for-PC screen can see clear banding.

I wouldn't use it on encodes that were already properly debanded by the encoder. The debanding algorithm madVR uses is pretty good at not fucking things up when there's no banding to fix but it's so easy to make a profile just for HS files there's no reason not to.
