NoiSe sets up the setting of Blame! some of this is my interpretation based on blame!, the notes Nihei put in the artbook and NSE/noise

So Net Terminal implants/gnes were expensive because the net sphere was a place of business, where the rich communicate and do their dealings. eventually with so many rich all focused in 1 place, criminal activity within the net sphere arose, this led to the safeguard being introduced. so conflict basically began happening in the net sphere rather than the real world, causing chaos. Silicons were born from hacking into the net sphere and applying safeguard qualities to human bodies(this is in noise). silicons dislike normal humans and live in the physical world. im guessing in order to protect the humans in reality the governing agency/safeguard began materializing in the physical world as well. which led to humans being sent into the net sphere for protection(that place with all those sleeping humans/giant thing). in order to store human conciousness in the software of the net sphere, a shitload of hardware was needed. so the builders were programmed to expand the hardware constantly. and over millions or longer years all this just became chaotic and without purpose. Cibo/sanakan/seu's child that Killy allows to grow shuts down the net sphere, allowed humans to return to the physical world and exterminate the silicon life(humans actively hunt silicons in Blame!2)

Gravity, even when emitted as a beam, does not have that much power.
So where does the immense power of the Gravitational Beam Emitter come from?
Perhaps, like the Gravity Furnace, it comes from Dark Matter intervening.
That is, if the beam hits one certain place, it transforms into an entirely different location where an extreme amount of dark matter suddenly occurs. The thing's mass increases explosively, a reaction that would cause anything to be destroyed.
Since it changes the attributes of the place where it hits, it could be called, "Installation Emitter" maybe.

[Gravitational Beam Emitter - Explanation 2/Type One Variable Critical Arms]
Iko called it the "Gravitational Beam Generator" but it's actual name is this one ((referring to "Type One Variable Critical Arms")). The people on the Forbidden Level of the Life Electric Company also called it "Gravitational whatever" as a name that describes its functions directly.
But in the end, "Type One Variable Critical Arms" is the true name of Killy's weapon whereas "Gravitational Beam Emitter" is just a description.
So what does it mean by a "Weapon" that is "Critical" and "Variable"?
The only ones to use (possess) this weapon are Killy and Sanakan, and Sanakan only utilized the "Great King ((Not sure about this word here))" so that's the situation.
As for the reason, it takes place on the various stages of the story of BLAME!, "The maintained Lower Level where Killy was wandering," "The Electric Life Company's general Forbidden Level," "Toho Heavy Industries, where the Governing Agency's influence does not extend," "The Informal Layer," and the "layer damaged by Level 9." BLAME! is mostly full of places where the Governing Agency, Safeguards, and the like are unable to function, I would say. And so if you consider those circumstances to be true, they would have come across no other weapons.
But, I wouldn't say the Safeguards are under inefficient command.
Since in Sanakan's final flawless form in the scene at the Silicon Life headquarters, the gun she was using was a pressure release gun. And also for Sanakan to attack she had a downloaded a high level exterminator which one can think of as not being able to be taken down by fire power or strength. The same is so with Killy's gun, and it must be the most powerful weapon in that world.

Well as you should know, it's because he's this really extraordinarily special person.
As expected, is it because he's the "Secret System Messenger"....?
This brings us back to the previously stated problem.
What does it mean by a "Weapon" that becomes "Critically" "Variable"?
In the whole of this world, the Builders have created a layered world that is, in actuality, a level that is the same size as the Solar System. And inside of that entity is one atmospheric pressure of breathable air circulating about the whole thing as well as regularized gravity.
That kind of environment is impossible to create naturally, however there is some way or another to control that kind of thing artificially.
Naturally, the largest restructuring was taking control of the gravitational power, and undoubtedly, within the Megastructure there are controls.
If control over the gravitational power was lost, the only possibility is that the layers themselves would instantly collapse.
With that in mind, is there even a "Variable Critical Arms"?
Concerning controlling gravity, Killy's gun "emits" "beams" of "gravitons." It is the ultimate "arms" who's "critical" point is creating a situation where all "variables" have failed.
Blam! It cuts down places developed with artificial gravity with its straight beam and causes localized gravitational failure.
Since using such a thing haphazardly would be rather dangerous for the world if used carelessly, its owner is controlled carefully.
Sanakan is of a uniquely high rank which comes along with responsibility of such a weapon.
So on the other side, afterwards, from the Governing Agency...... the Level 9 Investigation was maybe also given such responsibility..... hm?

Humans cast off their living bodies.
Criminals got in the way of the network because they had been antagonized so much by people who used different bodies, that they came to hold a terrible grudge.

And here I thought that "proto-safeguard" meant that he was like an early version of the completely artificial safeguard. I thought his single-mindedness and apparent lack of emotions was because he's a primitive AI that was only designed for a single concrete purpose. He seems so inhuman because he's not a human being. He probably doesn't even have what we would consider to be "free will" or agency.

The Governing Agency, its Safeguards, and Silicon Life all ignore the city thriving in what is called the Abandoned Level. The Electric Life Company is located there with its team of scientists.
As a matter of fact, it is the workers of that company who have control over the governing of the city.
There, Cibo was Head Scientist, but she worked against the Presiding Master of the company.
Her escape from that shut-in place was done with Killy's help. She succeeded in taking control and then decided to cooperate in Killy's quest.

Cibo died during a mistake made in the "Artificial Net Terminal Gene Experiment."
Afterwards she was revived thanks to the concern of the President.
How is it that humans can be reincarnated with the data of their personalities intact?
One hypothesis is that people who aren't in the Life Electric Company, the city people, don't consider those who are to be human any longer.
Presupposing that a sort of cloning process is used, all information in the brain is coded into data, and while the real body is a living thing, a new silicon body can be easily constructed.
Up to that point, without the use of hardware, I believe they can prepare entirely for such an operation.
In short, while doing dangerous experimentation, a replacement body is already prepared (for important people only) and kept offline unless the person is killed in an accident.
Probably the brain is scanned frequently enough and backed up at the electronic level.
However even with that, Quantum Noise comes into the picture again.
There is no way to avoid that vice and data will no doubt gradually degrade.

Cibo died again in the fierce fight against the Safeguard.
First, as mentioned before, since the basic "Cibo" was already in data form, I believe that something like a drug was given to her to return her to "Backup space."
Also, just before the Builder manipulated things, Killy may possibly have used a synchronizing computer language to overwrite it......
Anyway, there is only complete data.
If there is a problem, the Net must know in order to carry out its processes, so it would have that capability to find the problem, wouldn't it?
Iko, who came way later, is a different case entirely because he's an AI.
In any case, data that is left alone for a very long time will eventually be deteriorated by Quantum Noise.
In the real world, there is matter in a constant state of deterioration, contained within physical boundaries, that we call, "Living Organisms."
So if something stays in "Backup Space" for a long time, like the Governing Agency, its information slowly unravels until finally it becomes nothing but random Noise.

[Cibo's Reincarnation - 2]
In the previous fight at Toho Heavy Industries, in the moment when Cibo was killed, she was revived in the electric backup world extremely quickly. But that's not something just anyone can do.
If it were possible for everyone to have a spare electronic copy, this is not a joke about ghosts but, a everyone's consciousness would soon be laid to rest in the electronic reserves.
In short, people who's consciousness is all data would be loaded with different software and programs and one should think about how those operate.
Basically, Cibo's personality data is associated with a certain application that can load that information.
There are two explanations for how that is possible.
1. When she copies Killy's basic code, it was transferred over (like a virus?).
2. When she was linked with the Builder, it had that effect.
Also, it could have been a combination of those two.
The important thing is the existence of such an ability for people to have their personality attached to such an application.
Their so-call living body (although it can't really be called that anymore) came in the form of the governing agents and safeguards.

Just gonna copy/paste what I asked last thread.

Has anyone else considered the possibility that the human Killy encounters directly before finding the Jupiter room was a survivor from before the Netsphere disaster? He is the only known human besides Killy in the entire series with knowledge of how to manipulate/re-engineer Builders, lives completely isolated thousands of miles away from any other humans, without Safeguard disturbance; and creates an almost human-like "village" with his reconstructed Builders. When Killy finds him, his original body is so heavily decayed that he's resorted to that bizarre biological sustain system in order to preserve himself for even longer.
I think Killy was disturbed by the extreme measures that the man took to keep himself alive, and is why he leaves wordlessly.
