There's a massive difference between budget and art direction, and modern Dynamic Pro OVAs have more faithful art direction than the 80s ones. An 80s Getter Robo would have likely had better animation than New Getter Robo, but would probably not have looked nearly as Ken Ishikawa-esque.
I mean, it's not just Devilman, look at Violence Jack. Compare this guy's cartoony manga design to the generic looking "gritty and realistic" OVA version. He barely even HAS a design in that one.
Don't get me wrong, I don't expect this anime to look nearly as expressive and crazy as the manga and I'll probably whine about the changes multiple times. But I don't expect it to look horrible.

I honestly didn't find that manga bad and I was kind of dumbfounded by how much the fanbase hates it. It didn't really matter to me that it doesn't make sense given the original manga's canon; it was pure Devilman in terms of its themes, focusing on both the humanity of demons and the demonic nature of humans.
It's like... yeah, of fucking course Hitler didn't decide he wants to exterminate all the jews because a demon pretending to be a jew killed his first love, of course it's all made up and historically inaccurate. Nagai was writing a shonen manga about demons, not a history book. It was still a story about how human prejudice can grow into something terrifying and "demonic", which is perfectly fitting for the Devilman franchise.
It was also basically a Devilman Time Squad or Mr. Peabody & Sherman.
