She's a looks up to a lot of people and has low self esteem because of how her mother raised her. This causes her to admire but also be envious and hateful of the people around her at the same time. The hate is something she has lived with for most of her life and she fights to keep it under control because she doesn't like it.
She's a silly person but he's not an idiot. She's not super bright but she also likes playing the fool.

I'm sure there's something in there about her self-deprecation giving rise to her strong negative feelings and how while she's a generally positive person, much like a monkey, she can switch to a violent side if provoked.
There's probably something about Tooe in there too and how Tooe giving Kanbaru the Rainy Devil arm was to help her firstly by giving Kanbaru the strength to overcome anything without needing the arm and secondly, if she did give into the arm then at least she'd be forced to get the strength to overcome everything just because Tooe correctly predicted the kind of person Kanbaru would grow up to be.
I suppose there might be something about her general indecisiveness which was highlighted in Hana but I'm guessing that's probably a part of her general self-deprecating nature and overcompensation of her actions in regards to her close personal relationships like confessing her undying servitude to Araragi instead of just being normal friends.

The way I see it Tooe could tell monkey was insecure and lacked self esteem. She knew monkey would grow envious and hateful of other people and the arm was a way to force her to deal with the hate and let it go instead of just silently sitting on it like she used to.
The devil arm forces you to act on your most destructive and hateful impulses and once monkey came in contact with it she could no longer ignore that part of herself.
Tooe made herself the poison to force a change, that's what I think she meant.
I think the arm represented monkey's hate, I mean it's not really a stretch, that's what the devil was always about. It was always there, a part of monkey all wrapped up and hidden. She constantly had to keep it under control and be vigilant but one day she woke up and it was gone.
