I didn't like the colors in PV1 but it seems more purposeful now that I got a better look at what they're doing. The setting is a dark urban one with bright, contrasting neons, and the characters are also dark with contrasting super-bright highlights.
That said, one thing I'm not a fan of is the decision to give each character their unique highlight color. It means they won't get to mess with the color schemes too much from scene to scene because Ninja Slayer's highlights will ALWAYS be green. Yamoto's highlights will ALWAYS be light purple/pink.
Unless they actually aim to drop that for specific scenes, which would be a good decision.

If you want high budgets and fluidity there's plenty of stuff to watch that's much better than anime, even the most high-budget anime.

His stuff isn't as interesting to watch as the work of people like Imaishi and Watabe, but yeah, he's hardly bad. He also has more than enough experience from stuff like Gurren Lagann and Kill La Kill to be able to make a concept as simple as this work well. Episodes like Kill La Kill episode 3 and Gurren Lagann episode 7 were well-executed, fun action and that's all you need to be able to do in an adaptation like Ninja Slayer.

If you think PVs are traditionally well-made and always show the highlights you're kind of a newfag anyway. The first Kill La Kill PV didn't show the really good scenes from episode 1 either, mostly the middling stuff; the second one highlighted the better parts. The first Panty & Stocking PV was garbage, and the TV commercials that came out later were much better at actually showing off the animation. Gurren Lagann's episode 1 PV didn't showcase the best scenes from it either.
Ninja Slayer is similar; the second PV has more good motion than the first.

If it's the former, I don't think it's such a bad practice. If there is the same thing going on, while not shave the budget there to use the money to give better animation at other more important scenes.
