Well, you know, swordsmen are not "rank and file" fighters. They're "elites". Rudy's dad was pretty strong too, being at an advanced level at two sword styles.
Arrows are just for normal soldiers. What you're talking about would be more suited for mages bombing the enemy with magical projectiles like fireballs. And what with the changes Rudy and co. brought (magic armor and how to improve magic ability from youth), there will probably be more mages in the future to do such a thing.

We haven't really been told anything about Hitogami or why he does the things he does. We haven't been told why the OG Dragon God wanted him dead either. We still need some real background on the original interdimensional war that left all the races stranded in Human World, because the original story that Rudy tells us where it was Dragon God's fault is probably riddled with inaccuracies.

Crazy-Rudeus basically learned how to regrow limbs, which could mean high-level healing magic, or something else all together.
