My problem is you have a manga that's at best 7/10 because of the okay mix of tits and violence
But the anime takes out most of the violence so you're left with something that's about 3.5/10 (2.5 or 4.5 depending on how you feel about fatties)

The manga is a mess, yeah. Some chapter are just talk-talk-talk about belabored metaphors or incomprehensible conspiracies, some are action scenes with panels so poorly composed you can't tell what you're looking at half the time, and the chapters that advance the "plot" and backgrounds of the characters are laughably dumb.
But the fanservice is top tier, the action scenes that do work are pretty cool, and everything involving the hardboiled detective is gold. As long as the anime doesn't fuck up his scenes, it still might be okay.
