If you ask me, most modern seiyuu are at least above average looking.

Japanese seiyuu are picked for their voice. Not just their looks. Unlike most live action actors who can get by just on their looks and be shit actors.
Even with that however, there's plenty of Seiyuu who have become superstars and idolized for their looks. I never thought Megumi Hayashibara was hot, but clearly Japan did. Same with Horie and Hirano.

There is plenty of both in the industry.
Idols like Nana and Yukarin co-exist with seiyuu like Sawashiro and Chiwa which are mostly normal women.
Then you have ones that are somewhere inbetween like Noto.
It's just that nowadays Idol seiyuu are the ones most in the spotlight.

Plus she looks a bit loli, and has nice legs even as a old hag.
Ogura is pretty, if you pay attention to her face you start noticing the make-up at work though.

I feel that was always her main appeal.(Besides her voice, of course.)
I find that koebuta are pretty lenient about the looks of their respecticve seiyuufus.
If that was their main concern they would be following mainstream Idols instead of seiyuu Idols.
