That's easier said than done. You'd need to get a western VA who can not only sound cute, but fluent enough in Japanese to actually voice the character.
It's easier to just make a japanese seiyu say things in English, most japanese viewers think it sounds pretty legit. Plus as the other Anon said, Alices seiyu lived in england for a while and accent aside she's pretty fluent in english.
