I have a hard time enjoying series before ~85. Original Gundam was probably amazing for it's time but it hasn't aged well, but I'm merely saying that because I didn't enjoy it. I dropped Rose of Versailles as well.
Hokuto no Ken was great although repetitive, not much of it was apparently made before 85. Late 80's had shows even an early 90's guy like me could enjoy easily. Like War in the Pocket and Gunbuster. I should probably give Zeta Gundam a second chance one day, dropped it after ~20 episodes because Kamille was annoying.
As boring as it may sound LoGH is still my favorite show. And I'm unsure as to whether I prefer the artstyle of the earlier episodes or the one in the Gaiden(which were partly made as late as the beginning of 2000).

Old is contextual to the media itself though not to how close it is to current date. Anime has been made for TV for 50ish years I don't think defining everything made past the last X number of years in that context is particularly helpful. People tend to think of the 2000s as the last major change in anime production the switch to digital was occurring around then as cel animation died off.

OK, I really hate the example posted, but as I do not have a lot of old anime, it will have to do. These smudges are meant to simulate what? Shadows? Dirt? I cannot tell. There's not enough detail in them to tell what they are supposed to be. They added detail, but not enough detail. It winds up being either random noise, or worse in other cases, makes the shot look dirty. It looks like some artist with dirty fingers smudged the drawing.

They really don't. There is nothing random about shadows falling where they fall. And dirt tends to fall inside of the shadows for a very logical reason. The top of a rock is seldom dirty, or in shadow.
For a better example of old anime done right, see Hokuto no ken. EVERYTHING is dirty there. Dirty is the style choice. The characters are dirty, the objects are dirty, the backgrounds are dirty. It's a grungy, post-apocalyptic world.

What is up with this stone? Why doe sit have vertical striping? It's not an inherent quality of the stone, as it carries on from one stone to the next, so it must be something that was applied after the stone was erected. But why the huge variation in color? It makes no sense. Better they just kept it all mostly uniform, or go the extra mile to actually make the stone individually variant. Subs or raw? There are raw encodes that were uploaded somewhat recently. But no one seems to give a shit about subbing them, probably because of their lengths. It is sad because even if one group just did a couple of episodes it would be progress.
Someone uploaded some episodes hardsubbed on NT, but the torrent is dead at 97.something%. Other than that there is only the dub but that's not the full series. And episode 1 was subbed on an American release, but I don't think it is uploaded anywhere.

See, usually animation backgrounds where painted using brushes, masking tape, air brushes and sponges. Sponges is what Photoshops brush engine emulates in that it copies an image over and over in sequence.
So with a single sponge you can add texture quickly without having to render out the ass.
There is also wet-on-wet watercolor painting where the pigment dries and flows with the water, which can also be used for effects.
So "dirty" is not really the word you're looking for. It's more that it's alive under the restraits of it's medium and under its production requirements
This example is from Cartoon Networks Samurai Jack and drawn in a more Cartoon Modern kind of style, but it should illustrate what I mean.
