Why are firearms so underrated in anime?
Most of the time they are useless or do only little damage compare to melee weapons.

Consider it from a logical perspective.
When you have both swords and guns in the same universe, then guns need to be nerfed so there is a point to swords.
It happened in Dune, it happened in Star Wars. It happens in anime as well.

You can't really fight with guns, you just kill with them. Both fighters would have to miss all the fucking time and that doesn't look too cool. With melee weapons you can block dodge and other shit plus some neat techniques to show some skill. It's just more exciting to watch. Gunfights are more about suspense for me, because you know how fucked someone is with a single hit.
Because it's easier to make fistfighting/melee-fighting look better than gunplay.
But guns utterly trivialize the sword. That's why the bad guy's ultimate weapon in Yojimbo was a fucking revolver.
So you've got to nerf its utility or boost the abilities of the dude with a sword to absurd levels to make it plausible why people aren't just riddling the guy with bullets and calling it a day.

It mostly depend on the setting and how much the character are allowed to evolve physically.
For example in a realistic setting, guns will effective becuase character would at best be comparable to olympics athletes. meanwhile if you are in a sci-fy/fantasy setting, character could have physical capabilites (Strenght,Reaction time,Speed,Durability,etc) beyond what is possible in the real so they could react/move faster than the nuzzle speed of normal guns(if they based in real world one) making them useless.

Well I assume you are talking about a fantasy setting and that's because guns are seen as a scientific weapon rather than a mystical one.
For instance in most anime where the swords are stronger than weapons the sword is often an ancient super weapon or an advanced futuristic piece of weaponry with fake alloys that make it super good plus it's being branded by the chosen one or a super soldier.
Basically it boils down to how cool it looks, since gun fights are often ranged fights and sword fights are close and personal. I personally like it when guns are accurately represented in anime but I am a sucker for fantasy settings and weapons so I'd choose the sword over the gun.
