He didn't write the scenario at all, he just came up with the general concept. It's even less work than he did in A/Z. Norimitsu Kaihō wrote the scenario for the games. As far as the anime goes, Butcher is just there for planning which probably means loose supervision over the important aspects of the anime like directing and writing.
