Like Guilty Crown, yes. Probably a little more thoroughly thought through than Guilty Crown. The author has said he has over 100 pages written about the setting alone in his personal notes.

Honestly, I don't think lightning is going to strike twice here. It's not going to explode like SnK did because the premise isn't as versatile, but it'll probably have a decent following all the same.
At any rate the popularity isn't what anybody should be focusing on, it's the chuuni dialed up to 20 that makes Seraph so ridiculously fun. I would like if /a/ could take it easy and enjoy it for the guilty pleasure it is, but I'm not holding my breath.
