So heres the deal. It's because they're still drawing it all by hand. The conversion to digital in the 90s initially didn't cause a quality degradation, but over time, as the old guard moved out and the animators started only ever working in digital they lost the ability to put out the detailed work that they used to. Among other reasons for the general quality drop. Low pay and a wealth of animators who can animate but aren't actually any good are a factor too. Most outfits also don't want to shell out for the tablets they'd need to eliminate the disconnect between an artist's hand and the screen.

The difference is back then it was going pencil->paper. You were directly drawing onto the medium you were presenting, or directly tracing something. Now it's pen->tablet->wire connecting things->screen. Very commonly there is no aspect of the process that involves pencil->paper. This would be mitigated if everyone used big tablets with screens that you can draw directly onto but nobody does.
There was a time in my life when there was no digital made anime to watch. Observing things go from VHS quality to actual high definition then backslide into a blurry mess again has been... odd.

We're all right and wrong here guys. Key frames tend to get done pencil and paper still. Inbetweens and all coloring and finalizing are done digitally. Digital is by far the largest component of the process nowadays. Really, I think the largest issue is not doing things in true resolutions. Digitally finishing things at lower resolutions then blowing it up to 720p or whatever is what causes things to be less crisp than cels.
