The idea of constantly resizing text relative to the bubble size is bullshit, and so is the use of Wild Words for shouts. For each type of text (normal speech, thoughts, narration, etc), pick a font and a font size that suits the manga, and adjust the font size only when the raw uses a bigger font, or when the bubble is simply too awkward to fit the text in an aesthetically pleasing manner anyway (though if this happens a lot, your initial choice of font size may have been too big).

I usually set the standard font size to 1/100 of the scan height and start from there. Works well enough.

You want the screentones to look good, you pick the size that makes the ones the author uses look good. For the screentones Seraph uses, that's the size. Anything bigger and they'll look like shit.

I assume you're the same guy who asked me about this, and after seeing your sample image I have to unfortunately say the problem is in the source. Even at 100% zoom you can see how the dots in the halftone patterns are "pulsing" in size, which is causing them to come out ugly after downscaling even with a good algorithm. I'm not sure what exactly caused it, but I'd suspect the problem lies in the scanning process itself.

There's a link to a download in the pic. That said, there are better fonts out there for some things, and different scanlators have different preferences, so it's worth using those as a start and then finding more using various guides, other font packs and by yourself.

I just went down to 1250px using Bicubic and ran light Topaz Clean on it to smooth out the screentones.
