Ritsuko, Misato, and Fuyutsuki were all fairly well developed seconary characters. They didn't get much time to themselves but watching them interact with other characters gives you a good idea of their personality. Not to mention the first two I named basically got bio episodes.

You've deluded yourself over the years to think of NGE as some flawless masterpiece with in depth characters galore, when in reality there are flaws aplenty with shallow characters and plot devices to boot. Even characters like Asuka who are hailed for being well-developed and realistic are shown to not be as great in reality when Eva is viewed again. All of this is the result of biased and a sugar-coated viewing of Eva, which has led to enormous hate towards Rebuild, Kaworu, and all 'change' that the fanbase has been accused of doing.
