The thing that bothers me about Oreimo is the lack of development in Kirino's character and the relationship between her and Kyousuke.
There are many moments where Kyousuke helps her in some way and she shows her appreciation and seems to change her perception and attitude towards him.
But then in the next chapter, volume or episode it's right back to square one, as if there had been no progress made between them at all, no change in their relationship.
The most glaring example is when Kyousuke flew to America to retrieve her. They seem to have a real breakthrough moment, yet when she comes back home she's right back to treating him like dirt. Rinse and repeat.
This lack of visible progress in their relationship made the ending feel kind of forced. Where suddenly as if Kirino received all the development she should have throughout the series, but all at once and seemingly does a complete 180.

Have you considered that Kirino comes back for Kyousuke even though she's not the type to give up, only to find that he seems to be getting along just fine without her? From her perspective, while she was gone Kyousuke grew close to Kuroneko while she was gone and he has his own group of friends. Kuroneko's teasing her and there's obviously something between them so Kirino's jealous, but the reason she left was to move on but evidently that failed to. She basically came back from a great opportunity to watch the guy she loves fall in love with her friend.
That's not to excuse the silly fake boyfriend ploy she pulled off but the circumstances are clearly frustrating, and the point of that was to check if Kyousuke even cared.

Assuming you're talking about the anime, yeah, that's the biggest problem it has. In the LNs it's not the case so much, as after V7 she's pretty much calmed down entirely, and she has lots of dere moments where she cares for Kyousuke and shows compassion for him.
At times, it seems like for every wall Kyousuke tears down, she builds another up, but her development is very subtle at times. Maybe even too subtle for a main love interest in a romcom. The way I see it Kirino's mentality is that she intentionally wants to distance herself from Kyousuke to avoid emotional attachment, and the more she finds herself loving him, the harder she resists. That's sort of the essence of tsundere. When Kyousuke finally breaks down the final wall, she completely melts, even if not immediately, like when she tried to run from his confession by playing eroge, which had been her outlet for emotional frustration until then.

That was probably the most significant part of their development, especially for Kyousuke.
I wholeheartedly consider Oreimo to be a tale of two tsunderes, and part of that means that neither of them want to admit how much they've grown. Every once in a while you'll see a chink in the armor that is their personalities, and you get to see what they really think. Kyousuke outright lies in his narration at times, and Kirino obviously doesn't show her true emotions very often. This can seem frustrating at first, but when you learn to see through it, it's incredibly rewarding to see those moments where one of the siblings alludes to their true feelings.

While I don't really remember her saying she doedn't forgive him it would not be wrong at all, Kyousuke suddenly stopped caring about her when he was the most important person in her life and even became jealous when she tried to imitate him. They both apologized to each other and admitted they both made mistakes.

I think you're mistakenly thinking of it as one sided. What she says is:
>"I will never forgive you. So please, don't forgive me."
That's a two way street. You have to understand that the cold war was both of their faults. He failed her, and she failed him. It changed both of their lives forever, especially Kirino's, and she's not ready to say that it was okay for him to do that. If she validates their past actions, then they're not going to move on from them or keep their relationship improved. She's basically saying "What we did to each other was horrible, and we should never, ever let ourselves become that again."
She does apologize to both Manami and Kyousuke though, so I thought that was nice.

There's nothing I can really say, to me there was a huge difference. The LNs lived off of subtle things like pic related and I still missed the significance of a bunch of stuff, but there even major differences like all the things Kirino does in V8 and V10.

It's the impression I got when reading the LN. She didn't really treat him poorly unless he was indifferent towards her, and as soon as the fake boyfriend incident re-insured her how much she meant to him most of the confrontational attitude she had with Kyousuke drifted off and she started teasing him and spending hours listening to voice actor recordings with him and stuff.
I think the fake boyfriend incident was the turning point in Kirino's character for that reason, whereas Kirino returning home from America opened the siblings up to each other a bit but didn't have an immediate impact on their character.

We can only infer based on what we know about them and based on their actions, which in Kirino's case are huge hints. This isn't stated, of course, because how could it be stated? You just observe the characters.

I've noticed a couple things like that in EMS, but not as much as Oreimo. It's sort of steadily revealing what happened to Masamune's parents, and that the reason he's dependent on Sagiri as his only 'family' is that he hasextremely deep separation anxiety due to his mother's sudden death.
