NPC's are created after the records of past humans, but AI's supposedly are fully just "created". So far we only know of maybe three AI's in the game, including the Karen one. NPC's are wiped after every contest, but AI's have stuck around since the beginning of the Mooncell, and only their memories are reset each war. Gilgamesh considers BB and Sakura to basically be the Gilgamesh and Enkidu of the Moon or something, they're the arbitrators that form an in-between for heaven and Earth to do the Mooncell's will. While NPC's are just sort of there as sort of scenery in comparison.
Despite being the direct chess pieces, the AI's don't consider themselves as much of anything, they still know they're replaceable easily. The only main difference from them and the NPC's is that the AI's are capable of independent actions and logic, while having some access rights.
