Natsume might genuinely be a contender here. Keep in mind that she is the espionage specialist and as such, has a habit of doing dodgy secretive things. If her own brainwashing is still around despite her knowing about it, she could still be trying to get into Honoka's pants. And unlike Kasumi, she is smart enough to be subtle about it.
