Yeah, pretty much every harem series after 90's ended just hasn't been very good. They just throw the girls at the MC nowadays and they don't have to work for their harems anymore. That's more or less because Horror is very hard to pull off with anime. Horror is generally about subtlety, about quite, creeping terror, at least in shows that aren't shitty jump scares. Animation, as an art, is all about exaggeration and style and the two don't mesh together well.
I do think that this series of shorts, if not terribly "good", is at least a very admirable attempt at it. And some are genuinely scary.
