There was this game called Nuclear Dawn. Really interesting concept I enjoyed, but it never got popular. Basically, one person plays the game as the general. The general sets down command points, turrets, bases, walls, etc from a birds eye view, while everyone else plays the game in first person. A nice and laid ironically laid back show about a guy who goes hunting, works on his own car, grows a garden, and other manly things that he does with own two hands.
The shit hits the fan and society is in a mess. He has no qualms though since he is self sufficient. It doesn't have to have crazy fight scenes or anything like that. I can just him going out into the country and surviving easily while the people he used to live with in the city are just barley getting by, practically eating their own shit to survive. I guess I would have the first few chapter like that, at least. Then if you want to pick up the action that would be fine to with a group of thugs usurping power from helpless people. MC sees this and starts sniping them from afar, or goes to their base when most of them are roaming and plant bombs inside.

CIV games are kind of basic but a lot of fun.
Grand strategy heavy games are HoI, and Europa Universalis. They don't usually have the RTS portion but everything else.
