That's the same exact thing. The only difference you think you're seeing is the anti aliasing. When you export an image all the layers are merged and the anti aliasing will happen regardless.

Here's some common sense for you. And image can always be down scaled without losing quality, but you can not upscale an image with out ruining it.
So if you want read at a tiny resolution you're free to do so, and if people who care about quality want it higher it caters to them as well. There is literally no reason at all to down scale. Not file size. Because a 16bit color depth page at 3000px is less than one MB.

I resize my releases to whatever size makes the screentones look best. Usually that's somewhere from 1200-1400. I really couldn't care less if someone whines about wanting it bigger, I'll just do what I think looks good.
