The animation quality really took a dive this episode. Durarara thread?
The animation was pretty shitty during the russia flashback, but it was okay for the rest of the episode.
I don't really care about the quality of the art and animation though as long as the quality of the story and character interactions doesn't go down. I'm really enjoying this season so far.

Its likely that they are just skimping on the animation now to have the budget to do better work on the more action packed scenes that will hopefully come towards the end of the season. At least thats what I hope.

That's what I actually worry. If this is what it takes to maintain the budget, then I'm worried for future episodes where they have to skimp. But just looking at it again I really believe that there was some giant accident behind the scenes, I mean, quality animation and all that but I don't think there's anyway that the team that's been working on this show so far could look at this episode and think that it's alright to show this just to maintain budget.
Though it could be they've realize their comfortable position as the most popular show in this really dull season and are using the opportunity to really hold back. Hard to believe, but could be.

From what I've heard (and I haven't put much effort into researching this so I could be wrong), the studio producing this season is new, but mostly a group of people who worked on the first season and left Brain's Base to make their own studio. Its very possible that they could be low on funds and the quality won't improve. However, as you said, there isn't much competition this season so it wouldn't make much sense for them to blow all their money on this cour when they have 2 more to produce later this year, during much more competitive seasons.
This scene was so good. Just waiting to see this guy get his shit kicked in, having no idea who he was picking a fight with was great.

This entire season it's like Shizou keeps running into these non-locals who have no idea who he is, and as to be expected, get their shit kicked in. This guy was interesting because despite seeming like such a shallow, stupid, crazy fuck, somehow he actually stood up a few times afterwards.
