Just based Tatsunoko Pro and Ryotimo. Look Yoru no Yatterman, it's the same studio and the animation is really good but not Ryotimo-tier.

I think in this case its more of who animated what rather than about budget. Hana no uta just had incredible key animators. Kill la kill couldve had fluid animation too but the animators focused more on a pose by pose style between animation frames.
