Isn't Toonami a pay channel? And their free stream runs ads so I would guess that yes, ratings are pretty important because people watching it on the pay channel are people that pay and people watching it on the stream indirectly bring ad revenue. So views do bring them money either way. I'd guess that for shows that air there the DVD sales are secondary (though not unimportant).

This. People seem to side step this for some reason, but Space Dandy originally started airing on Toonami first and then japan. It was funded by Toonami and was meant for a western Audience and doubly so since the guy behind it is a massive westaboo. I think this is part of the reason it did so bad in japan compared to the west, and thats before you take into account script translations which meant alot of the jokes just plain didn't make sense in japanese.
