Adam was Adam during the writing of this episode. Fuyutsuki calls the thing underground Adam a few episodes back. It's only until episode 17 or 18 do they retcon Adam into Lilith. Any other questions?

NERV fed him misinformation about what they did with the embryo. So that, among other things, he'd feed misinformation to SEELE.
I don't think SEELE was aware Lilith was being grown at all, or they would have sent in the UN a lot sooner.
Because EVA's pretense at a plot is shit and Anno didn't have a clue what he was doing with it.

Everything's speculation, mind you. If the writers had attempted to explain every single thread running in the background of the show, there wouldn't have been time for anything.
And yes, that's a combination of laziness plus the fact that they wrote as they went along. But better that they didn't try to force an explicit explanation for everything--they would have fucked up.
So we can have Red or Blue threads, a Jet Alone thread, a Ritsuko thread, a Misato thread, a Kaworu thread and a Shinji thread but no Based Husbando thread?

I assume that part of the scenario would have included the hypothetical origins of the angels, but they probably decided pretty early on that their origins wouldn't really be plot-relevant and better left ambiguous in the series itself.
Since the angels are really just acting on their nature and not on malevolent intent from an external influence, whoever compelled that intent isn't really important.
Since eva obviously borrowed a lot of its aesthetic from biblical texts, you can think of it like how God's influence in a lot of bible stories is obvious and plain as day, but he rarely if ever appears as an actual character, and almost always speaks through a proxy.
It adds to the mystique if you know the angels are harbingers of some unknowable entity.
