Animator here. Mostly it's still "24 fps on twos", even if that works out to functionally 12fps because that lets you more readily adjust animation rates within an episode as needed. Say you've got a shot that's full of fast paced action, chances are pretty good you're gonna want to do that on ones. The talky scenes inbetween action bits can go to twos or threes.
Twos and threes are about the limit of what you'll see in Western animation, but Anime fairly frequently goes even more extreme than that, fours, sixes, et cetera. Also makes a lot of use of pans over stills and whatnot to further conserve animation budget.
