I want to give you some honest feedback. We really aren't getting enough information from you.
In order to put money in, I want to know who is going to be doing the artwork. If you don't have an artist yet, I want to know, with as much specifics as possible, everything about the artist(s) you intend to employ (or type of artist), and something that gives me a quantifiable indication that you will acquire the caliber of artist you've asserted. If you are doing the artwork yourself, then don't show us sketch pages. You should show examples of finished work in manga form. In fact, completing a short, or even a first episode, would be a great indication to investors, whether or not it is really something worth investing in. It would also be better for you, because it is essentially a entertainment-to-dollars direct test of how your manga might do in the market. I also want examples of your dialogue - your writing.
Next, if you're going to be doing the work in Japan, I want to know your plan. How will you promote your work to companies and people there? Do you speak Japanese fluently? If not, what is your plan for this? I want you to show me that you're truly aware of the level of competition there. Manga is not a fringe element the way that comics are in the west. In Japan, you may go to a bookstore, and three of four floors may be manga. How will you stand out in the crowd? These questions are another reason some examples of finished manga work would be helpful because, then I can draw the conclusions for myself. Still, I would want to hear your thoughts.
The point is, I don't want to just give money to someone. If I'm giving you my dollars, I want to know and see as much as possible about your plan, your work, and your partners. I am also a connoisseur of manga and anime, and don't want to put money toward cranking out something I wouldn't read or watch. I need to see examples, not simply rough sketches and outlines.
