Inaho's pretty much decided that he is the only one who can down the Tharsis and until he does it's going to be a constant unbeatable thorn in the side of Earth. Marito mentions in passing that some of the counts attack because of malice, while others are simply after Earth's resources (which describes Book, who he captured, to a T). It could indicate that they are more open to cooperating with some counts, even if it doesn't directly result in explicitly kicking them out.
Allow the more passive counts to maintain control and focus your counterattacks on the ones going around just killing for giggles.
