It felt completely out of place and shat all over future possibilities for good episodes. Imagine an episode with two pretty decent people, but one has to get voided. It could lead to some interesting moral dilemmas for Decim and good character growth.
Instead we get "LOL DOUBLE REINCARNATION." Not to mention it now opens up the argument for every single episode to be "Why not just reincarnate both of them? They're not that bad of people."
It wasn't a bad episode on its own, but this is a series that is full of crazy death games with a ton of drama and moral arguments, a relaxed romantic bowling episode has no business existing.
In Buddhism the souls get reincarnate because they haven't reach enlighten yet, they repeat the cycle of life until they reach it

Consider the example of the law-abiding citizen.
Person A is a law-abiding citizen that doesn't care for people. They have no empathy towards others. All they have is an OVERWHELMING fear of being punished by the authoritarian state he lives in. This state outlaws any wrongdoing. Thus person A lives a normal life, not harming anyone and maybe doing some good in order to fit in to his surroundings.
Just because you do no wrong or did good does not make you a good person. The reasons also matter.

If they decided on memory alone, person A would get a sweet shot at a new life, possibly in a less strict society, where their true colors will cause harm to others.
