The English term love has various connotations, but Lulu quite clearly says 大好き when referring to the love she has for her brother, and when girls say 大好き to boys, it's quite unambiguously romantic. If she was referring to her love for him as family, she would most likely have used 愛 instead (and 愛 is what is indeed written on the cardboard boxes, suggesting perhaps that the Prince himself only loves her as a sister and Lulu's romantic feelings are unrequited).
