It's not like there's any way to enforce it. I've seen some groups start using it but there's very little anyone can do about it unless some centralized service for scanlations pops up.

Most of the reason for this stupidity is that named chapters get taken down frequently on hosting sites, best way to subvert this is to use a good host like MU, get,it, zipshare or sendshare, and stop with the horrible mediafire.

Best of all would be a personal FTP, but eh, can't be too picky.
