The action in this series is a real mess. The climax of the story should have been Mai having sex with Taro. Oh well. I like the portions of chapter 24 where Mai reconciles with her past identity and her friends supporting her.

I think it would have been better if Mai's and Taro's relationship had progressed more. I guess that they didn't do that in order to keep Mai pure. The only female character in the franchise that is a confirmed non-virgin had sex in order to introduce a new character, her daughter, into the story.
At least Taro and Mai get a scene together in the epilogue,which shows that Mai is interested in him.

There's at least two of those (Nine and Torakaka), and others like Makoto are heavily hinted to have had goings ons with other characters (Gary Stu, forgot his name the black haired one)

Nine is the character I was thinking of. Torataka is a pretty minor character and not what I'd call waifu material. As for Makoto, it's possible that she had sex with Kagura but she stenuously denied it, so it's not really confirmed. Makoto loves to sexually harass others, but in the world of media aimed at otaku that doesn't mean much. It's completely natural for a girl who keeps trying to ride the MC's dick at every opportunity to be a kissless virgin (e.g. Twoearle in Ore Twintail).
PS: There was also Litchi who is obsessed with and Roy that one would think that they had been lovers, but it's never actually confirmed that the the two were that close. Their relationship could have been similar to that of Tsubaki and Jin at the start of the series. (If anything, he seemed to resent her to an extent for being much better at her job than him.)
