It's obvious that at this point, Nagato has brutally assaulted and kidnapped the dearly beloved Commander. Her reports are a sham, designed to keep the other kanmusu from finding out the truth. Clearly she is in charge of all the decisions concerning the base and will use the Commander only if she needs to report to higher authorities or fool the other girls.
Kuso TTK and Nagato are clearly in league with the abyssals, why else would he assign a useless retard like Fubuki to the group? He obviously intended to sabotage them from within. He didn't account for useless MC friendship power but he'll fix that eventually.

You don't need to do the safe route well to get sales though. Just pander to existing fanbase and rack in the BD and merchandise sales. But if they decide to do the more risky route, then they have to step up their game.
