She has a unique design because she was a unique destroyer. She's the only destroyer in the game (and I believe the Japanese Navy, though I'd have to research this) who didn't have sister ships. In Kancolle, sister ships do for the most part looks similar to each other, so Shimakaze's outfit looks outlandish to make it so she doesn't.
Her design is skimpy for speed reasons, she was the fastest destroyer in the Pacific War and her character is obsessed with it.
