Yes, it was the highest point of despair in the entire series.
Everything after this didn't have the same impact. Even in the Saiyan saga you could already see they were going to Namek to find the other Dragon Balls.

I dunno, I want to say maybe the scene where Gohan ascends in the Cell Games, but at that point death was second nature in the series. Krillin's first death was the first death of a major character in all of dragon ball at the time, and I remember it as being a bit shocking compared to how relatively lighthearted it had been in the series prior to that.
Really no moment really stood out for me in DB save Goku's arrival in the Sayian arc.
