Okay, so, I'm reading this book on the Battle of Midway. What strikes me is the pure fail and incompetence of the Japanese at the high command level down to the operational level. Basically, they are terri-bad at this modern naval warfare thing.

The whole idea of Yamamoto's plan was to appear scattered / weak to lure the Americans out of Hawaii -- he, of course, didn't know that no luring was required, the Americans were itching to slap some japs. Once lured out, he'd spring his trap and wipe out the remaining USN carriers. But due to multiple and serious recon derps, having their codes broken, the plan itself being retarded (Yamamoto only got his way with it after threatening to retire), and finally, a string of hilarious derps sealed the deal.

How do you turn a ship into a girl? There are no standardized guidelines for that.
Kancolle has some sort of informal rules about displacement = bust size, sister ships looking alike, submarines wearing swimsuits. Things like that.
In arpeggio the associations are not as stringent, owed to the mental models being free to change appearance at will and frequently making use of that ability. Some of them go through multiple outfits in a single chapter. It's a bit of a fashion show at times.
Small ships tend to have physically smaller MMs.
Some sister ships share aspects of their appearance but others are quite dissimilar. E.g. takao and atago look alike but their sister maya is quite different.
Hiei's group wearing matching uniforms is something she imposed on her fleet.

The IJN had a few things going for it -- they pioneered large scale multi-carrier flight operations. The Hotels weren't the very most ingenious designs, but they were incredibly powerful and heavily armoured. The Zeroes were very good for their time and place. Japanese torpedoes were very good. The experienced IJN pilots were probably best in the world at naval aviation. They had some good night battle tech.
But high quality strategic thought? Nope. Politics and bullshit plenty of that. Shitty fire control. Lots of trashy design choices (like a command deck that was the size of a small apartment living room, etc and so on).
