I disagree with this assessment.
Like, you can have a myriad of stories about Sakura working as the club president and those scenes in Hollow are the best. Or her friendship with the priest who replaces Kotomine, and how he and Rider help her relearn magic, which is good. Or her taking over as Supervisor in Fuyuki. She is a good character in that you can have multiple story hooks that can be either mundane or supernatural, and can carry it quite well.
With Rider, there was all the fascinating stuff having to deal with her backstory, where we find out that she became a Heroic Spirit thanks to empathized with a human being. Plus she is one of the rare Servants who actually fits well into society beyond the grail war.
Excuse me if this will sound rude, but you'd have to be literally blind to not see narrative worth in those two, or let your dislike for them blind you to the great characters they have. Which people in this fandom tend to do, so I can't blame you. Sure, they might not be as in your face as characters like Gil or Alex, but that can be good.
Characters that overpower everyone else are tiring, and take away from good synergy. I would rather have characters that can have good chemistry with others but still have agency, then ones who suck up entire scenes to themselves.
