This is a grail war that's happening in America, after some Asian magus copied the design of the Fuyuki War and tried to recreate it in another suitable location basically. Ley-lines in some Indian reserve out in Nevada or whatever. As far as we know it can happen in the same world-line even if they might not be connected stories, I mean I doubt they're connected. So that problem is kind of out of the window, it's not necessarily an alternate reality so it doesn't have to be confusing for some people who don't like that sort of thing.

Enkidu and Gilgamesh, the strongest of all Hassan who was so broken that they kicked her out of their organization for making them look bad, the legend of Jack the Ripper given form to become Berserker but somehow this made him sane because he was mentally unwell in life already, the Incarnation of disease, A DAA who wishes to use the wish on the grail to awaken the spider, or the Police chief who is getting his servant to make knockoff NPs while involving normal citizens in the war for justice. Some random magus summoned Gilgamesh at first, but his summoning was immediately taken over by some Indian girl who stole the command seals. While some random magus was trying to sacrifice some wolves to summon a spirit, the wolf familiar in a panic ended up summoning the servant itself.
The point is that it shall become one of the most [strange] Grail Wars in existence. It's not "another grail war", it's a batshit grail war written by the author of Draararara who Nasu said to have fun with this. Each new approved Fate story does expand the universe as a whole, rather than "non-canon shit doesn't count", but this takes it in some new ways than before. A bit of fun, a bit of abstract concept, and all around more wild than any war to date.

Even the Mooncell has a hard time with those divine types who can stand outside of time, it's bother ever summoning them. Out of the three or four figures we know about in Clock Tower that are primary residents there, trying to use two or three of them in the novel about Clock Tower is not thinking out of the box at all. Luvia is a real character, but just hasn't had as much of a chance to show off as some of the others. In terms of writing a story involving characters from Clock Tower, of course you'll likely involve one of the most well known and currently popular characters we know about Clock Tower over all in the story. This is very far from thinking out of the box.

Her appearance is minor in most of her appearances to date, but that's still like saying "Zelretch isn't a real character". She's still an entirely real character with appearances in various things, even if she's compared to Rin. Prism author only put her in because Nasu suggested it, and because they were a fan of Ataraxia as there's been several other reoccurring characters from that story, such as Bazett, Karen, and Mimi. Data-book lays out her character descriptions and details for those who wanted to know about Luvia, Prism didn't create her or give her character. They only used what was already there.
Like Zelretch, she's just had minor appearances in a few things without ever getting much of a chance to be established heavily, it wasn't ever the right time yet, but we know he's a real guy.
