Japanese were still commonly using flip phones up until only like 2-3 years ago. So, many anime 2012 and prior still had a lot of them. Given that a lot of adaptations are made from material written in the late 2000s and such the phones are also older there too. It seems they mostly use iPhones these days.

The other thing is that Japan has its phone manufacturers that basically only sell within their country - Docomo, Fujitsu etc, and many of these are smartphone-like in features and can have other oddities Japanese phones have had forever such as TV tuners etc. Hell they have flip phones that run Android; they're basically hybrids.

Lastly a ton of Japan = really old people. They stick with what they know and they've been using flip phones for like 20 years and so they can't even fathom trying to learn something else. Hence the culture kind of pervades. They are also aware that most of the world has moved on; new flip phones there are called gala-style, short for galapagos, referring to the closed-off nature of Japan and how such phones would not sell outside of it.

Phones were increasing their web capabilities steadily before smartphones took off, in Japan the majority of web users used their phones for it which is why their Internet is so ass backwards in design, so the drive towards shallow social media users was already there, it just leaped when phones became an easy platform to develop for as they came closer to being standard computers.

Flip phones are becoming less popular in Japan for sure, but as many have said - the flip phones they do have are pretty forward thinking. I remember seeing one years ago that had a stereoscopic 3D screen which blew my mind considering the first HTCs were coming out at this point in the west.

I think a lot of it in anime is also down to the same reasons Hollywood movies still use the classic 'ring ring' ringtones when they show even a modern phone - it's there as an illustration that a phone is ringing.

IR is a completely no setup form of communication you can quickly use to transfer small amounts of data via direct line of sight, so relatively secure.

You can literally just point your phone at another persons phone and press a button and they get your phone number, email address, whatever you are sending them.

In comparison with Bluetooth and NFC which both require some steps before you get to the process of sending the data.

There is also the fact that you can program the IR transmitter to work for things like your TV or other applications which have an IR receiver in them.
