OVA1 is a fairly light introduction to the setting and the cast, lots of humour and very clearly a trial for adapting the series. Movie 1 is everyrhing you could ever want from 'franchise: the movie'. Darker, bigger, better. Patlabor 2 is am interesting beast, and delves into some of the politics of modern Japan. It was the movie that Oshii directed right before Ghost in the Shell and it shows. WXIII isn't really a Patlabor movie, just a monster movie with a SV2 cameo at the end. You can skip it if you like and get to it later.
