Don't completely agree. It depends on the way they do it. If you're just a full out bitch you're not suddenly going to slowly turn into a loving little girl. Those parts of the character should be there from the start, as they are with actual human beings.
However the dere shouldn't just start growing and growing till it's the main characteristic. In my opinion a good tsundere is one that gets established as being such quite early on, but sticks to the character she's given. No sudden increase in tsun, no sudden increase in dere. Humans don't work that way. Just make her acting bitchy and snarky part of the character, but have her show compassion to her friends when needed, and don't turn her into a sloppy mess that avoids the guy as soon as she develops even the slightest of feelings.
