It is necessary to improve designs, yes.
The character designer for a show makes basically the templates that everyone else uses for the animation, so, if the designer is the same person who did designs for other prior anime, then it's not uncommon to see his/her same hallmarks in faces show up again. That's how studios can inadvertently lay claim (intentional or not) to a certain look, if they use that same designer for a lot of different series.
Even if it's a different character designer for a different series, if the higher-ups in the studio feel that it should look a little more like their prior shows then they will make it so.
