Apparently the filler takes place between the two years that Naruto was training and the other took the Chunin exam. They should have given the characters a middle look between part 1 and part 2 opposed to just their part 2 look. It is what it is, not like I intend to watch it.

In January, Naruto Shippuden will be telling the story of the Chunin Exams that took place during Naruto’s absence from the Hidden Leaf Village. This is the first since the incident with Orochimaru and Gaara, now Kazekage, is looking to make things right. With the help of the Leaf, the Hidden Sand Village will take on the responsibility as host. Unbeknownst to Gaara, Tsunade, and the ninja participating, there is danger on the horizon as an ominous figure approaches from the shadows. What is their objective? We’ll have to find out in the Naruto Shippuden Chunin Exam filler arc. Among the ninja in the arc are Sakura, Hinata, Kiba, Shino, Choji, Neji, Rock Lee, Tenten, and Jinchuriki Fuu.
In the new Chunin Exams, ninja from other villages will be participating. From the Hidden Grass Village (red section) its Kasami (the man with the hair), Burami (the larger fellow), and Muyami (the boy with the glasses). From the Hidden Sand Village (green section) the participants are Yome (the girl with pig tails), Tsura (the man), and Sen (the girl with the fan). The Hidden Leaf Village (blue section) will also have three ninja aside from those we’re accustomed to seeing and they were in the series’ first Chunin Exams: Gennai (the man similar to Iruka), Komugi (the older fellow), and Inaho (the woman).

This will likely have a bigger budget but probably not as big as the Chikara arc since that took the place of a movie.
It's a bit weird to put Fu in though since unlike Utakata, she didn't make any mention of Naruto already knowing her name. Still, I liked the Jinchuuriki charaters so I guess it's not bad for filler to focus on them. Utakata's arc was a little boring though.

They will have rivals from Konoha (including some canon characters that failed the written exam) and from other villages (fillers and Fuu, who will probably get captured).
